Let’s try to break this thing down piece by piece.

Multiple voter rigging
When I say watch, You know what I I’m talking about right? Trump said.
So we are assuming that one type of “rigging" voters will vote multiple times for the same candidate. One is not talking about one or two voters here and there that are so crazy and stupid that they would try to vote more than once. No, this is about a conspiracy to sway the election in a U.S. state.
Okay, first off, the person would need a list of names and precinct locations so that they can hop from precinct to precinct and vote, presumably multiple times. Even without an ID requirement, this would be extremely difficult and very labor intensive. Not only would they have to wait in long lines at each location, they would have to commute to each location. Even under best case scenarios, a person could easily soak up a half hour per vote but more like an hour per vote. So, at best, one could vote 16 times in one day. Wow, seems like a lot.
The closest election in 2012 was Florida, 50% to 49% with a difference of 73,000 votes. That means 4,500 (73,000/16=4500) “undercover” voters would need to drive all over Florida, using names of voters that they KNOW won’t be used at any polling place in particular. Because if an “undercover” voter does show up to a polling place with the name already marked off the list or vice versa (say what, I haven’t voted yet!) Well, they have just been outed as committing a felony.
Now we have to game out, would people commit a felony for free or would they want to get paid? I’m thinking they want to get paid and well. Because if you want four thousand five hundred co-conspirators to commit a felony you better make sure they keep their mouth shut. So, let’s go with $200 per person, seems low but I’m spit balling here. That comes to, wait for it, $912,500 for $4500 votes. It would literally be cheaper to openly hand out $13(73,000*$13=$949,000) to people to vote for your candidate which, by the way, is also a felony and bad luck.
It would actually be mathematically easier to sway the vote in Alaska which was decided by only 34,000 votes. Although, one would likely need a fighter jet to hop from precinct to precinct fast enough.
Possibly new Hampshire would be a good candidate, with only 41,000 votes between the candidates in 2012. However, one would still need to account for never getting caught and finding a way to keep the mouths shut of thousands of felonious, co-conspirators.
AND, and I mean ANNNNNNDDDDD, in each of these examples, this is to barely win, by like one vote. So, to be on the “SAFE” side you would need to probably DOUBLE the amount of “co-conspirators” to account for the variations in polling data which are usually only good for up to +/-4%. Oh, and guess what that does to your calculations. Do I need 5000 votes to guarantee a win? 10,000 votes? 50000 votes? Now my costs are in the multiple millions of dollars. In any given state, WHO KNOWS! Literally. The other thing you have to remember is that any margin less than, for giggles, 0.5% is going to be scrutinized. Yeah, you think you just won the election but now a recount will undercover thousands of felonies.
What does Trump really "mean" other than simply being mean, who knows. Illegal aliens voting, yeah thousands will take the risk of being deported. Come on. All of it is stupid.
So, the Republican’s and Trump’s malarkey about “rigging" and “multiple voters” needs to be mocked and derided for it’s incredible impossibility and stupidity. If Donald Trump and the Republicans want to insinuate such an insanely stupid idea then they should be forced to explain HOW such a conspiracy could be successfully pulled off. But then again, it’s never about the logic or rationality of an insanely stupid idea, it’s about the perception, insinuation and fomenting discontent.
